Haldea, a 1973 batch IAS officer, who failed in January 2021, has left an unforgettable impact on India’s policy frame for sustained private participation in public structure systems. None of his frames, documents and programs has faced legitimate or sustained review from adjudicators, investigators, experts, policymakers or media. On the contrary, his grim sweats have prevented or exposed misbehaviour in scores of large programs and contracts, therefore precluding potentiality scams and saving huge totals of public resources for public frugality.
