Of Chinese, Native American and English ancestry, Kelsey is the daughter of Jim Chow, a Chinese, and his wife, Jean who is English. She grew up in her hometown alongside her two years younger brother and an eight years younger sister. From an early age, Kelsey was drawn to performing arts, especially dance, but as she got older, acting became her passion. She went to Hammond School and it was during these years that she started developing her acting skills, appearing in several school plays, and was a member of the Hammond Select Ensemble, with which she traveled to Europe. Upon high school matriculation, she enrolled at Columbia University in New York City.

Kelsey had earlier started honing her acting skills in community theatre, and after several mind-blowing performances, decided to pursue a career on screen. At just 13, Kelsey made her screen debut as Gigi, a recurring character in the TV series “One Tree Hill”, and appeared in 18 episodes of the highly-acclaimed series in the next four years. In 2009 she had a minor role in the film “My Sweet Misery”, and then in 2010 she felt the first rays of success when she was chosen for the part of Mikayla Makoola in the Disney XD comedy series “Pair of Kings” (2010-2013), co-starring Ryan Ochoa and Larramie Doc Shaw.
