Emergency services rushed to horse training facilities on Cemetery Road, at the back of Cranbourne Racecourse, just after 7.30am after the woman was kicked by a horse in the stables.
CPR was performed on the woman but she died at the scene.
Police will prepare a report for the coroner.
The woman is yet to be formally identified.
Worksafe has been notified.
