According to the report, the disturbed individual also has arrests in other states, including Florida, Ohio and New Jersey.

Witnesses alerted cops that he was in the area, as officers later found him with blood on his clothing, according to police.

The suspect is reportedly a resident of the Bellevue Men’s Shelter, according to the New York Post.

A witness, Baha Biten, who was at the consulate building at the time, said he ‘saw this homeless guy walking with a purse.’

‘And then I saw this guy in the car telling him “Stop, drop the bag! Stop!”.

‘Of course he didn’t listen and then all of a sudden I saw the guys in suit and earphones rushing and trying to look for a suspect,’ he added.
