The shooting happened on Fahey Street at Wonthaggi, south Gippsland, about 2am this morning.
Police said the man was shot following an alleged altercation with another man.
He was airlifted to hospital with non-life-threatening injuries.
The male offender fled the scene.
The two men are believed to be known to each other, police said.
An investigation into the shooting has been launched.
