Turvey was allegedly beaten while walking home from school in the Perth suburb of Middle Swan on October 13. He later died in hospital.
Working with his mother, Mechelle Turvey, and local Aboriginal Elders, the memorial will be a space of remembrance and reflection at Weeip Park in Midland.
City of Swan councillors passed a motion to create the space and hold an unveiling for the community when it is completed.

Councillor Cate McCullough, who put forward the motion, said it was important to commemorate the loss of an innocent young man in the spirit of reconciliation.
“A remembrance and reflection space will be a reminder of Cassius Turvey: an emerging, inspiring and gentle leader who even in his short life, has left a significant legacy in our communities, across our nation and the world,” she said.
The 21-year-old’s case was briefly mentioned in Stirling Gardens Magistrates Court in November but was adjourned for ten weeks so evidence can be given to his lawyers.
