A Melbourne truck driver who repeatedly endangered the lives of other road users has avoided jail, instead receiving a slap on the wrist.

Hasan Osman, 40, was filmed slumped and “out of it” at a Fitzroy construction site, before getting behind the wheel of a prime mover to deliver concrete slabs.

In vision released by the Melbourne Magistrates Court, Osman was filmed so heavily drug-affected he could barely stand up as he attempted the delivery just metres from a primary school and aged care facility.

The truckie stalled on Queens Parade before mounting a kerb, nearly taking out a crane spotter last July.

Despite appearing intoxicated, he managed to park in the service lane.

Other drivers were stunned as to how someone so heavily drug affected would try to unload close to 10 tonnes of building material.

“I think he’s very lucky that he didn’t kill anyone,” truck driver Rebecca Church told 9News.

“We are ultimately in charge of a killing machine.”

The Dallas man faced court on three charges, including driving while under the influence of drugs and exceeding the prescribed concentration of methylamphetamine.

Today he was found guilty of two of the charges.

The court heard Osman had a number of priors dating back to 2004, including driving while suspended, speeding, careless driving and drug driving.

He was fined more than $1500 and had his licence disqualified for four years.
