Police allege Fine drove a Toyota HiLux utility dangerously in Waterford West, in Brisbane’s south, and struck a dirt bike being ridden by two boys on Saturday night.
The 17-year-old rider died at the scene while his 19-year-old passenger sustained serious injuries and was taken to hospital.
Fine allegedly fled the scene without assisting the pair.
Polair tracked the ute to Loganholme and Fine was taken into custody.

He has also been charged with grievous bodily harm and failing to remain at the scene.
Fine was not present in court when his matter was mentioned on Monday.
His matter was adjourned to Wednesday, when he is set to apply for bail at Beenleigh Magistrates Court.
