The 42-year-old from Henley Brook was charged with several offences relating to separate incidents on August 20.
Police allege the man approached and entered a Holden Commodore sedan about 9pm while a woman was refuelling at a service station on Safety Bay road in Shoalwater.
It’s alleged after he started the engine, one of the children still inside the car managed to exit via the passenger side.
The female owner of the car then entered the backseat to free a second child from a car seat. Vision shows the man allegedly driving away from the scene with the woman and one child still in the car.
He then stopped a short distance away, where the woman and her child were able to exit the car safely. Both were unharmed.
At 10.10pm police sighted the allegedly stolen car travelling along Kalamunda Road in South Guildford.
The driver failed to stop after officers turned on emergency lights and sirens and a police chase then commenced.
Police helicopters observed the chase as the car travelled through several Perth suburbs.
The car stopped when it collided with the back of a Toyota Camry, before police allege the man fled the scene on foot.
He was later located by police hiding on the roof of a home on Giro Place in Middle Swan.
The man has since been charged with six offences, including reckless driving to escape pursuit by police, stealing a motor vehicle and failing to stop and ensure assistance after an incident occasioning bodily harm.
He appeared in Midlands Magistrates Court on August 21 and will next appear on October 2.
