Police believe Horne may be attempting to travel to Queensland to flee to South East Asia – and most likely by sea.
He is described as being about 185cm tall, of medium build with brown hair and brown eyes.
He has distinctive tattoos covering both arms and his right leg, as well as faded tattoos on his neck and chin.
Anyone who sights Horne, or who has information about his whereabouts, is urged not to approach him, and to call immediately.
