Thomas was born to Thomas Boone Sibley Pickens and Grace Marceline in Holdenville, Oklahoma. He attended Oklahoma State University. Pickens was the chairperson of BP Capital Management.

Thomas was a financial supporter of George w. Bush. He donated 500 million Dollars to Oklahoma University and 200 million Dollars to charity homes in the state while he was alive.

Boone died at his home in Dallas on September 11, 2019.
