A Milwaukee man has been accused of sexually abusing and assaulting two young girls for years, with one victim saying the suspect — who was dating a family friend the girls lived with — chained her up and violated the child “too many times to count,” according to police.
David Boyd, 64, was also known to torture and harm the children, who were sisters, when he was mad or if they were “not listening to him,” according to his criminal complaint, which was filed on April 26 in Milwaukee County and first reported by local NBC affiliate WTMJ.
One of Boyd’s victims allegedly told police that he was “routinely cutting her arms with a knife” whenever she stepped out of line or he was angry. Boyd was also allegedly known to cut other parts of her body, including her genitals.

“[The child] estimated she was 8 or 9 years old during these incidents, as she recalled the type of Barbie pajama set she owned at the time that she got for her birthday,” Boyd’s complaint says.
The victim, who reportedly lived with a friend of her mother’s, told police that Boyd fixed chains to wooden ceiling panels in the basement of his home and used them to secure her to a pole. The only food she was given was bread, according to the complaint, and the child said she drank from a nearby water puddle as Boyd refused to give her anything. The girl drew a picture of what she allegedly went through for investigators.

Online records show that Boyd was taken into custody on April 21 and charged with repeated sexual assault of a child, two counts of physical abuse of a child with dangerous weapon, three counts of trafficking of a child, four counts of false imprisonment, and five counts of repeated sexual assault of a child.
One of the girls reportedly told police that Boyd sexually trafficked her and forced her to have sex with at least six different men in exchange for money, according to the complaint. She accused him of also doing the same to her sister before eventually “moving on to her,” the complaint says.
The sister said in interviews that Boyd allegedly began assaulting her when she was 5 years old in 2015. The abuse lasted until she was 12, per the complaint.
Boyd is being held on a $100,000 bond after an initial court appearance on April 27, according to online records. He is due back in court on May 7 for his preliminary hearing.
