Noel Rodriguez-Alvarez

On Monday, Texas police announced that a grand jury has indicted the mother of a disabled 6-year-old boy who is presumed dead following his disappearance in November.

Everman police said Noel Rodriguez-Alvarez’s mother, Cindy Rodriguez-Singh, was charged with capital murder, injury to a child, and abandoning without the intent to return even though her son’s body has not been found. Rodriguez-Alvarez was reported missing in March 2022, and Rodriguez-Singh, her husband, Arshdeep Singh, and their six children fled to India later that month after they were questioned by police.

Everman police said they hope the indictment leads to Rodriguez-Singh’s apprehension and indictment to the U.S.

Police previously claimed that Rodriguez-Alvarez was last seen alive in October 2022 after Rodriguez-Singh gave birth to twins. He reportedly looked malnourished at the time.

During Monday’s press conference, police reiterated claims that Rodriguez-Singh called her son “evil,” she did not want to feed him or give him water because she did not want to change his diaper, and she hit him with car keys.

Though Rodriguez-Singh allegedly told family members that she sold her son to an unknown woman, police said they have not found any evidence to support this claim.

Police also said that Rodriguez-Singh and her husband had concrete poured on a backyard patio which cadaver dogs later signaled for human remains. The patio was dug up but remains were not located.

Singh allegedly threw out a large indoor carpet in a nearby dumpster the night before the family left for India. That carpet was apparently used in a makeshift shed which was located where the new patio is. Cadaver dogs reportedly also alerted to the carpet.

Singh has only been charged with abandoning or endangering a child and theft for stealing $10,000 from his employer before leaving the country. He has not been charged in connection with his stepson’s presumed murder.
