Police Investigating Death of 3-Year-Old Tot on Christmas

Police in New Hampshire are looking for a 26-year-old mother wanted on child endangerment charges after they found the family living in deplorable conditions with trash, feces, and bugs all over the apartment and no electricity.

Manchester Police said the incident began in January with a domestic violence call. The woman, Halie Drouin, had left the home by the time officers arrived, WBTS reported. Instead, they spoke with her husband, 31-year-old John Smart, and the two children.

Police said rotting food and trash littered the floor of the home, and open containers of alcohol were in easy reach of the children. The children were taken to a hospital for an evaluation, and the Department of Children, Youth, and Families was contacted.

Smart was arrested on two counts of endangering the welfare of a child, although police did not say when the arrest took place. A warrant for Drouin’s arrest was issued on the same charges, but police said she was “actively evading” arrest.

Drouin is described as 5 feet 5 inches tall with blue eyes and black hair. Anyone with information is asked to call Manchester Police Dispatch at (603)668-8711 or report a tip to the Manchester Crimeline at 603-624-4040.
