A podiatrist in Oregon has been indicted after he allegedly fondled two of his female patients, and police now warn that there could be more victims.
Dr. Brian Bowen, 49, abused two women during their exam at Eastside Foot & Ankle in Portland, the Portland Police Bureau said in a news release.
One incident occurred in May 2022, another in June and another in January.
Based on the criminal docket reviewed by Law&Crime of Bowen’s charges, it appears two women were allegedly victimized, and at least one of them may have been abused more than once.
After a yearlong investigation, a grand jury returned an indictment against Bowen on Dec. 6, according to the Multnomah County District Attorney’s office, on four charges, including felony sex abuse in the second degree and three misdemeanor counts of sex abuse in the third degree. Bowen was arraigned last week. His next court appearance is set for February 2024. He has pleaded not guilty to all charges.
Records available online from the Oregon Medical Board indicate that Bowen’s license is considered active as of Tuesday but a representative for the board responded to an inquiry about the status. The spokesperson provided Law&Crime with a copy of an interim stipulated order that states Bowen “shall not conduct any examination or medical procedure on any patient without a medically trained chaperone being present throughout the course of the examination or procedure.”

The order highlights that Bowen nor the board concede any wrongdoing on his part at this time. If Bowen is found in violation of the interim order, it would be grounds for “disciplinary action.”
Once the board is done with its investigation into the doctor, they will determine whether he should be permitted to practice podiatry again. Bowen has the right to appeal any decision.
A phone call to East Side Ankle was also not immediately returned Tuesday.
A criminal investigation is ongoing, and the Portland Police Bureau is asking anyone who may have been victimized to come forward and report the incident to PPB Detective Sean Harris at 503-823-0838 and reference case number 22-236740.
