Couple Charged After Children Found Wandering Barefoot Through Dog Feces Inside Home

A West Virginia couple was arrested last month after Upshur County deputies found three children living in filthy, unsanitary conditions.

Catara White, 25, and Trevor Howell, 26, were charged with one count each of child neglect, despite there being three children involved, WDTV reported.

Deputies were called to the home for loose dogs, a report that the home’s floor was falling in, and that the couple was asking neighbors for food or showers for the children, ages 2, 5, and 15. When they arrived, they found piles of rotting garbage, fresh and dried dog feces with blood in it, pots and pans with decaying food, a pile of vomit, and a ceiling caving in above the beds.

The children, court documents say, were running barefoot through the house and had accordingly smeared the dog feces everywhere.

Deputies saw the middle child drink from a Crock-Pot sitting outside and found “pick” wounds on the youngest child’s arm.

In a bathroom, they found newborn puppies and more dog feces.

The deputies also found a substanced believed to be marijuana in reach of the children.

The children and the animals were removed from the home and White and Howell were arrested. Police did not say how the children were connected with the couple, who are being held at the Tygart Valley Regional Jail on $50,000 bonds each.
