“It’s broken my heart,” the dog’s owner told 9News.

“Broken my heart. And I’m humiliated. I’m embarassed,” she said.

“I love my dogs. I’m sorry, they were my family.”

Both women are now in a stable condition.

Neighbours say they have been complaining to the local council about the dogs for months.

Hume City Council didn’t respond to 9News questions today.
