Page Six hears that fashionable downtown publicist Kaitlin Phillips eloped with Joseph Passmore, her boyfriend of exactly one year, on Wednesday.
The pair got hitched at City Hall with artist Sam McKinniss as the witness, and New York Times writer Alex Traub pitched up with cigars and a decorated cake. There to support the groom was his best pal from Cambridge, England, a translator.
The foursome celebrated with caviar at the Russian Tea Room and posed for impromptu wedding pictures in front of the storied Midtown restaurant’s famous acrylic bear statue/fish tank.
The bride wore Simone Rocha. She has taken his last name. It’s unclear what Joseph does, exactly. His new wife describes him as an “international man of mystery.”

The pair aren’t taking a honeymoon, and the publicist — who founder her own agency last year and reps various artists as well as assorted other clients, notably the East Village restaurant Lucien — told us she was back to work by Thursday morning.
We’re told the nups were a secret, but pals came to celebrate later at Phillips’ — now Passmore’s — “old stomping grounds,” the perennial Tribeca hot spot Paul’s Baby Grand. Kaitlin told us, “Ludwig, the doorman is a dear friend, and sent us Champagne.”

Now if that ain’t New York romance, folks, we don’t know what is.
She was recognized by New York magazine in April as one of the It girls of the moment, along with Emily Ratajkowski and writer/actor Hari Nef.
