Police said the four-year-old was struck on the footpath at Presidents Avenue in Ocean Grove just before 5pm.
The driver, a 71-year-old Ocean Grove woman, has been arrested and is expected to be interviewed by police.
Detectives are investigating the exact circumstances surrounding the crash.
